**TOR: Consultant for Drafting Country Monitoring Report on Status ofComprehensive Sexuality Education (CSE) in Nepal
**

Established in 2009, YUWA is a registered not-for-profit, purely youth-run and led organization working to promote youth participation through empowerment and advocacy. YUWA was born out of a group of committed youths, unofficially working in this sector since 2005. Since its formal establishment, YUWA has concentrated upon holistic youth issues and is especially working on three thematic issues: Sexual and Reproductive Health and Rights, Active Citizenship and Research Unit.

YUWA, with the support of The Asian-Pacific Resource and Research Center for Women (ARROW), is developing a country monitoring report on the Status of Comprehensive Sexuality Education (CSE) in Nepal. This report serves a significant purpose in addressing the sexual and reproductive health and rights (SRHR) of young people in Nepal. The purpose of this report is to monitor the thirty years of the International Conference on Population and Development’s Programme of Action (ICPD POA) in Nepal and develop recommendations for its review at Asia Pacific regional level, at the mid-term review of the 7th Asia Pacific Population Conference (APPC) in November 2023 and Asia-Pacific Forum on Sustainable Development in 2024.

The report should assess the progress, challenges, and gaps related to CSE implementation and develop recommendations aligned with the ICPD Programme of Action (1994). By documenting the status of CSE and providing evidence-based recommendations, the report influences policy discussions and decision-making processes, ultimately improving young people's access to comprehensive, age- appropriate, and rights-based SRHR education in Nepal and beyond.

1. Objectives:

The main objective of this consultancy is to draft a Country Monitoring Report on the Status of Comprehensive Sexuality Education (CSE) in Nepal, which can be aligned with the ICPD+30 and APPC monitoring mechanisms. The report should provide an overview of the current status of CSE implementation in Nepal, identify challenges and gaps, and make recommendations for improvement.

  • Conduct comprehensive literature review of the documents related to CSE in Nepal, with a particular focus of the subject in line with ICPD PoA on young people's sexual and reproductive health and rights (SRHR), analyzing the status, challenges, and gaps in the policy and implementation of CSE programs in Nepal based on the identified indicators.
  • Develop a well-structured and evidence-based country monitoring report on CSE and develop recommendations for the same in consultation with the stakeholders like relevant CSOs, activists and advocates and experts ON CSE, CSE thematic Working Group members, RHRN coalition partners, etc.

2. Scope of Work:

  • Conduct a thorough literature review of existing policies, guidelines, including YUWA's existing materials and policy analysis documents, as well as other relevant reports and studies on CSE in Nepal.
  • Collect and analyze data on the implementation of CSE programs, including but not limited curriculum content, teacher training, monitoring and evaluation processes, and the involvement of relevant stakeholders and develop a comprehensive monitoring framework and indicators for tracking progress in CSE.
  • Analyze the collected data and identify key findings, trends, and gaps in the provision of CSE in Nepal for forming national level recommendations for the monitoring of ICPD+30 and APPC spaces, specifically focusing on young people's SRHR,
  • Develop a comprehensive report that includes an executive summary, introduction which include an overview of young people's SRHR status in Nepal, methodology, analysis of findings, conclusions, recommendations, and references, incorporating the identified indicators as appropriate.

3. Deliverables:

The final deliverable should include a final version of the report incorporating feedback and revisions, with specific sections dedicated to each indicator as appropriate and any supporting documents, data, or references used in the report, referencing the indicators used for the analysis.

  • Inception report outlining the methodology and work plan within [10] days of contract initiation.
  • Draft Country Monitoring Report on the Status of Comprehensive Sexuality Education (CSE) in Nepal within [3] weeks of contract initiation.
  • Presentation of the draft report to key stakeholders and incorporation of feedback within [7] days of receiving feedback.
  • Final Country Monitoring Report on the Status of Comprehensive Sexuality Education (CSE) in Nepal, including all annexes, within [10] weeks of contract initiation.

4. Timeline

The expected timeframe for this consultancy is approximately 10 weeks, starting from contract initiation. The consultant should provide a detailed work plan with estimated timelines in the inception report.

5. Qualifications and Skills:

The ideal candidate for the Technical Personnel role should possess the following qualifications and skills:

  • Master’s degree in a relevant field, such as public health, social sciences, or international development.
  • Demonstrated experience in conducting research and analysis on SRHR, CSE, or related topics and familiarity with the ICPD and APPC monitoring mechanisms.
  • Strong knowledge of the context and challenges related to CSE in Nepal.
  • Proven experience in conducting research, data analysis, and report writing in the field of sexual and reproductive health and rights.
  • Excellent writing and communication skills, with experience in producing high-quality reports.
  • Familiarity with international frameworks, guidelines, and best practices related to CSE will be an asset.
