**TOR: Consultant for Drafting Country Monitoring Report on Status ofComprehensive Sexuality Education (CSE) in Nepal
**
Established in 2009, YUWA is a registered not-for-profit, purely youth-run and led organization working to promote youth participation through empowerment and advocacy. YUWA was born out of a group of committed youths, unofficially working in this sector since 2005. Since its formal establishment, YUWA has concentrated upon holistic youth issues and is especially working on three thematic issues: Sexual and Reproductive Health and Rights, Active Citizenship and Research Unit.
YUWA, with the support of The Asian-Pacific Resource and Research Center for Women (ARROW), is developing a country monitoring report on the Status of Comprehensive Sexuality Education (CSE) in Nepal. This report serves a significant purpose in addressing the sexual and reproductive health and rights (SRHR) of young people in Nepal. The purpose of this report is to monitor the thirty years of the International Conference on Population and Development’s Programme of Action (ICPD POA) in Nepal and develop recommendations for its review at Asia Pacific regional level, at the mid-term review of the 7th Asia Pacific Population Conference (APPC) in November 2023 and Asia-Pacific Forum on Sustainable Development in 2024.
The report should assess the progress, challenges, and gaps related to CSE implementation and develop recommendations aligned with the ICPD Programme of Action (1994). By documenting the status of CSE and providing evidence-based recommendations, the report influences policy discussions and decision-making processes, ultimately improving young people's access to comprehensive, age- appropriate, and rights-based SRHR education in Nepal and beyond.
1. Objectives:
The main objective of this consultancy is to draft a Country Monitoring Report on the Status of Comprehensive Sexuality Education (CSE) in Nepal, which can be aligned with the ICPD+30 and APPC monitoring mechanisms. The report should provide an overview of the current status of CSE implementation in Nepal, identify challenges and gaps, and make recommendations for improvement.

The final deliverable should include a final version of the report incorporating feedback and revisions, with specific sections dedicated to each indicator as appropriate and any supporting documents, data, or references used in the report, referencing the indicators used for the analysis.
4. Timeline
The expected timeframe for this consultancy is approximately 10 weeks, starting from contract initiation. The consultant should provide a detailed work plan with estimated timelines in the inception report.
