Street Drama for Awareness Raising

जनचेतनाका अभिवृद्धिका लागि सडक नाटक

Introduction:

Samyukta Safai Jagaran (SASAJA) is a non-governmental, non-profit making, non-political organization established by the groups of informal waste workers in 2014. SASAJA focuses on the recognition, rights, and advocacy for IWWs. SASAJA want to advocate to the government especially on recognizing their contribution to waste management, government trust funds for IWWs and access to social health insurance. SASAJA is providing monthly education to their group members focusing on savings and credit and solid waste management. One of the most significant achievements of the organization is the cooperative (Samyukta Safai Jagaran Saving and Credit Cooperative) bringing nearly 1,000 members from informal waste workers with the aim to work on the rights and welfare of informal waste workers from various means.

SASAJA in collaboration with Green Path Nepal (GPN) and Kathmandu Metropolitan City (KMC) is implementing “Healthy Waste Workers for Sustainable Waste Management” project funded by Médecins du Monde (MdM). The main objective of the project is to improve health, wellbeing and livelihood of informal waste workers in Kathmandu Valley and Sisdole landfill site. To achieve this objective the project has three main expected outcomes:

1. Formalization of IWWs through non-profit enterprises and increasing their recognition in integrated solid waste management in urban cities
2. Increase risk mitigation and promotion of decent safe work opportunities in current activities and through innovation
3. Increase access to quality health services for IWWs and the community through promotion of Urban Health Promotion Centre

Among these three outcomes, SASAJA is primarily responsible to carry out Outcome 1 through execution of the following outputs:

1.1 Three IWWs nonprofit enterprises are registered in Kathmandu Valley and Sisdole

1.2 All IWWs nonprofit enterprises leader’s capacities are strengthened on operational non-profit enterprises inclusive management, governance, communication and basic advocacy skills

1.3 All IWWs nonprofit enterprises members engaged in solid waste management (SWM) improvement are recognized by the urban community and at the Ward level.

Among the various activities planned to execute the outputs we conduct various awareness raising and behavioral change campaigns through IWWs nonprofit enterprises targeting urban communities and involving media participation and “waste Ambassadors”. And street drama is one of the major activities of the campaign.

परिचय:

संयुक्त सफाई जागरण (ससजा) सन् २०१३ मा अनौपचारिक सफाई कामदारहरुको समूहद्धारा स्थापित एक गैरसरकारी, गैरनाफामूलक र गैरराजनीतिक संस्था हो । ससजा फोहर व्यवस्थापनमा संलग्न अनौपचारिक सफाई कामदारहरुको पहिचान, हक तथा अधिकारमा केन्द्रित छ । विशेष गरी ससजाले सरकारी निकायहरुसंग फोहर व्यवस्थापनमा अनौपचारिक सफाई कामदारहरुको योगदान, अनौपचारिक सफाई कामदारहरुको लागि सरकारी ट्रष्ट कोष तथा सामाजिक स्वास्थ्य बीमामा पहुँचको लागि वकालत गरिरहेको छ । ससजाले आफ्ना समूहका सदस्यहरुलाई बचत तथा क्रृण र घरायसी फोहर व्यवस्थापन बारे मासिक रुपमा जनचेतना अभिवृद्धि गर्ने काम गरिरहेको छ ।

ससजाले ग्रिन पाथ नेपाल र काठमाडौं महानगरपालिकाको सहकार्यमा मेडिसिन डु मोण्डे-फ्रान्स (Medecins du Monde – France) को आर्थिक तथा प्राविधिक सहयोगमा “फोहरको दिगो व्यवस्थापनका लागि स्वस्थ सफाईका वाहकहरु” नामक परियोजना संचालन गरिरहेको छ । परियोजनाको मुख्य उद्देश्य काठमाडौँ उपत्यका तथा सिसडोल फोहर विर्सजन स्थलमा रहेका फोहर व्यवस्थापनमा सम्लग्न अनौपचारिक कामदारहरुको स्वास्थ्य तथा जीवनशैलीमा गुणस्तरीय सुधार गर्नु हो । यस उद्देश्य प्राप्तिको लागि परियोजनामा निम्न तिन मूख्य परिणामहरु छन् ।

१. फोहरमा आधारित मुनाफारहित व्यवसाय मार्फत अनौपचारिक सफाई कामदारहरुलाई औपचारिकरण गरि शहरी फोहर व्यवस्थापनमा उनीहरुको पहिचानमा वृद्धि गर्ने

२. फोहर व्यवस्थापनमा हाल भैराखेको गतिविधिहरुमा नयाँ कार्यक्रम मार्फत जोखिम न्यूनिकरण गरी सभ्य सुरक्षित कामको अवसरमा वृद्धि गर्ने

३. शहरी स्वास्थ्य प्रवर्धन केन्द मार्फत समुदाय तथा अनौपचारिक सफाई कामदारहरुको गुणस्तरिय स्वास्थ्य सेवाको पहुँचमा वृद्धि गर्ने

यी तिन परिणामहरुमध्ये ससजाले मुख्यत: परिणाम १ को कार्यान्वयनको लागि जिम्मेवारी वहन गरी निम्न कार्यक्रमहरु संचालन गर्दछ ।

१.१ फोहर व्यवस्थापनमा सम्लग्न अनौपचारिक कामदारहरुको फोहरमा आधारित ३ वटा मुनाफा रहित व्यवसाय दर्ता गर्ने

१.२ फोहर व्यवस्थापनमा सम्लग्न अनौपचारिक कामदारहरुको व्यवसायमा आवद्ध मुख्य सदस्यहरुलाई व्यवसाय संचालन, व्यवस्थापन, शासन तथा संचार क्षमतामा अभिवृद्धि गर्ने

१.३ चेतनामुलक तथा व्यवहार परिवर्तनका कार्यक्रमहरु मार्फत अनौपचारिक सफाई कामदारहरुको पहिचान तथा अधिकारमा सुनिश्चितता गर्ने

प्रियोजना कार्यान्वयन गर्न योजनावद्ध विभिन्न कार्यक्रमहरुमध्ये शहरी समुदायलाई लक्षित गरी अनौपचारिक सफाई कामदारहरुको मुनाफारहित उद्दम मार्फत जनजागरण अभिवृद्धि तथा व्यवहार परिवर्तन अभियान कार्यक्रमहरु संचालन गर्दछौं जहाँ आमसंचार तथा फोहरका विशेष राजदुतहरुको संलग्नता रहेको हुन्छ । सडक नाटक यिनै अभियानहरुमध्ये एक मुख्य अभियान हो ।

Objective:

The main objective of this ToR is to organize street drama campaign to facilitate behavior change activities aimed by the project. The street drama campaign will be conducted in different places identified by the project. The campaign has been organised to influence the informal waste workers to protect their health, recognize their profession and the change of the attitude of local community and other stakeholders towards the contribution of IWWs and in sustainable waste management.

Aware society in IWW’s general health hygiene and their occupation and the beneficiaries of HWW4SWM working in solid waste management sector Kathmandu Valley and Sisdole landfill site about the issue of enhancing social protection, social recognition and health and hygiene behavior change. At the same time, it will support the output achievement of this project and advocate it, in different locations. By the end of the program the societies and IWW’s community will be;

• Aware on health with basic safety equipment use and safe hygiene practices related issues
• Aware in the formal recognizing for IWW’s services in SWM by the local community and the municipalities
• To raise urban communities’ awareness on the contribution of IWWs to the waste management sector and how households can contribute to improve waste management using the 3R strategy
• Aware in waste segregation at source
• Enhance on hygienic behavior in IWWs day to day life

उद्देश्य:

यस निर्देशिका सूचनाको मूख्य उद्देश्य परियोजनाद्धारा लक्षित व्यवहार परिवर्तन अभियानलाई सहजिकरण गर्न सडक नाटक अभियान आयोजना गर्नु हो । परियोजनाले पहिचान गरेका विभिन्न स्थानहरुमा सडक नाटक अभियान संचालन गरिनेछ । अनौपचारिक सफाई कामदारहरुको स्वास्थ्य रक्षा गर्न, उनीहरुको सामाजिक पहिचान तथा स्थानीय समूदाय र अन्य सरोकारवालाहरुलाई सफाई कामदारहरुको योगदान र दिगो फोहर व्यवस्थापनमा प्रभावकारीता ल्याउन यस सडक नाटक अभियान संचालन गरिएको हो ।

समाजलाई अनौपचारिक सफाई कामदारहरुको सामान्य स्वास्थ्य स्वच्छता र तिनीहरुको पेशा तथा फोहर व्यवस्थापन क्षेत्रमा काम गर्ने काठमाडौं उपत्यका र सिसडोल फोहर विर्सजन केन्द्रका परियोजनाको लाभार्थीहरुको सामाजिक सुरक्षा, सामाजिक मान्यताका बारेमा सचेत गराउनु एक उद्देश्य हो । एकै समयमा यसले परियोजनाको उपलब्धिलाई समर्थन गर्दै त्यसलाई विभिन्न स्थानहरुमा वकालत गर्ने कार्य पनि गर्दछ । कार्यक्रमको अन्तमा समाज र अनौपचारिक सफाई कामदारहरुको समूदायले निम्न उपलब्धिहरु प्राप्त गर्नेछ ।

• अनौपचारिक सफाई कामदारहरुलाई आधारभूत सुरक्षा उपकरणको प्रयोग र सुरक्षित स्वच्छता अभ्यासहरु सम्बन्धित मुद्दाहरुको साथ स्वास्थ्यमा सचेतना जगाउने
• स्थानीय समुदाय र नगरपालिकाहरुलाई फोहर व्यवस्थापनमा अनौपचारिक सफाई कामदारहरुको सेवा तथा योगदानको औपचारिक मान्यतामा सचेतना जगाउने
• फोहर व्यवस्थापनमा क्षेत्रमा अनौपचारिक सफाई कामदारहरुको योगदान र घच् रणनीति प्रयोग गरेर समूदायले कसरी फोहर व्यवस्थापनमा सुधार गर्न योगदान गर्न सक्छन् भन्ने बारे चेतना जगाउने
• स्रोतमा फोहरको वर्गिकरण बारेमा चेतना जगाउने
• दैनिक जीवनमा अनौपचारिक सफाई कामदारहरुको स्वच्छता व्यवहारमा वृद्धि गर्ने ।

Expected Deliverables / Outputs:

• The output of the campaign is to make aware to the waste workers on clean health and hygiene practice and recognize of their profession and contribution in waste management by the concern stakeholders.
• The script of a drama must be informative, educational, interesting and suitable in socio-cultural aspect of the target community
• A final report
• Provide a video of complete drama (captured during the event) with English subtitle

अपेक्षित विवरणहरु/परिणामहरु:

• अभियानको परिणामले अनौपचारिक सफाई कामदारहरुलाई सुरक्षित स्वास्थ्य र स्वच्छता अभ्यासको जागरुक गर्ने र उनीहरुको पेशाको पहिचान तथा फोहर व्यवस्थापनमा उनीहरुको योगदानलाई सम्बन्धित सरोकारवालाहरुद्धारा मान्यता दिने ।
• सडक नाटकको पटकथा सूचनात्मक, शिक्षाप्रद, रोचक र सामाजिक – सांस्कृतिक पहलमा उपयुक्त हुनुपर्छ ।
• अन्तिम प्रतिवेदन
• प्रस्तुत नाटकको पूर्ण भिडियो (कार्यक्रममा रेकर्ड गरिएको) अंग्रजी उपशीर्षक सहितको प्रदान गर्नुपर्छ ।

Methodology:

The proposed methodology are as follows:

• The consultant will interact with project team on project and the objectives of the activity
• The consultant will interact with project beneficiaries (Informal waste workers) to understand the real scenario/situation and issues
• The consultant will develop the script in consultation with SASAJA
• After finalization of the script the consultant will be prepared for the role play
• Present the demo (rehearsal) in front of the project team
• Desk review on demo (rehearsal) by the project team/review panel
• Finalized the drama by the consultant according to the review of the team
• Show the drama at designated places by the project team

विधि:

प्रस्तावित विधि निम्नलिखित छन्:

• परामर्शदाताले परियोजना टोलीसँग परियोजनाको उद्देश्य र क्रियाकलापको बारेमा अन्र्तक्रिया गर्नेछ ।
• परामर्शदाताले वास्तविक दृष्य, स्थिति र समस्याहरु बुझ्न परियोजना लाभार्थीहरु अर्थात अनौपचारिक सफाई कामदारहरुसँग अन्र्तक्रिया गर्नेछ ।
• परामर्शदाताले ससजाको परियोजना टोलीको परामर्शमा नाटकको लेख तयार पार्नेछ ।
• लेखको अन्तिम रुप स्वीकृत पश्च्यात परामर्शदाता भूमिका खेल्नको लागि तयार हुनेछ ।
• परियोजना टोलीको उपस्थितमा नाटकको नमूना पूर्वाभ्यास प्रस्तुत गरिनेछ ।
• परियोजना टोलीको समिक्षा समितिले नाटकको समिक्षा गरिनेछ ।
• परियोजना टोलीको समिक्षाका आधारमा परामर्शदाताले नाटकको अन्तिम रुप दिइनेछ ।
• परियोजनाले पहिचान गरेका स्थानहरुमा नाटक देखाइनेछ ।

Responsibilities of the Consultant:

The consultant/firm will be responsible to accomplish the task outlined by this ToR and ensure the delivery of the event stated within the agreed budget and timeline.

परामर्शदाताको जिम्मेवारी:

परामर्शदाता/फर्म यस निर्देशिका सूचनामा उल्लेखित कार्य पूरा गर्न र सहमत बजेट र समयरेखा भित्र कार्यक्रम प्रस्तुतिको सुनिश्चित गर्न जिम्मेवार हुनेछ ।

Responsibilities of the SASAJA & Project team:

Remaining within the policies and practices of the organization, its primary responsibility is to support the consultant/firm to achieve the objective through successful completion of activities stated in this ToR.

ससजा र परियोजना टोलीको जिम्मेवारी:

ससजा र परियोजना टोलीको प्राथमिक जिम्मेवारी संस्थाको नीति र अभ्यासहरु भित्र रहेर परामर्शदाता/फर्मलाई यस निर्देशिका सूचनामा उल्लेखित कार्य/गतिविधिहरु सफलतापूर्वक पूरा गरेर उद्देश्य प्राप्त गर्न सहयोग गर्नु हो ।

Competency of Consultant/Organization:

The consultant should have the following qualifications and experience

• Must have experience in Solid waste management, Environment health / WASH
• Proven knowledge and experience of the work in relevant field i.e., street drama shows / theatre shows at community level
• Knowledge of Informal waste workers
• Having trained and experienced team for street drama
