NAXA is seeking a research officer with strong interest regarding theapplications of data and ICT solutions to enhance governance at both local and federal levels. The researcher will work on a variety of projects that involve the design and development of data driven digital solutions to improve public service delivery as well as internal administration at government organizations. In addition, the researcher will engage in research activities that provide local government with the evidence needed to support the formulation, implementation and evaluation of various policies.
Roles and Responsibilities
The key responsibilities of this position includes:
Lead and conduct both primary and secondary research on the ICT sector, on subjects such as e-services , e-business and e-administration particularly in the context of government agencies.
Carry out literature and other relevant documents/reports relevant to ongoing research and projects.
Design strategies for both primary and secondary level quantitative as well as qualitative data collection for ongoing research projects in the organizations.
Participate in field based data collection exercises whenever necessary and organize interaction activities such as KII with focal persons, FGDs with local stakeholders etc.
Develop guidelines for documentation of all relevant research projects in the organization.
Assist in translation and transcription of relevant documents.
Keeping up-to-date with all relevant plans and policies developments regarding the use of ICT and digital technologies for governance in Nepal.
Develop new and unique ways to improve appropriate approaches within the organization to create new opportunities around data and digital technologies for good governance.
Education
Bachelor's degree in Computer Science/IT systems or or any other technical field with a strong interest in e-Governance initiatives and having the following set of skills.
Skills and Qualifications :
Good working knowledge of quantitative and qualitative research with strong analytical skills.
Previous experience of conducting KII and FGD with stakeholders at a local level.
Capable of working in and with multi-disciplinary teams, clients with different levels of IT skills.
Both the oral and written communication skills in English and Nepali.
In addition to solid understanding of technical IT related system design, a good management skill with excellent communication is required.
Able and willing to travel as a job requires.
Ability to work independently and as a member of a team
Proficiency in use of MS word and PowerPoint for documentation.
Ability to produce quality results in time with a minimum guidance.
Willingness to acquire new knowledge particularly on topics such as ICT and data driven digital governance.
At least 1 year of practical experience in leading the design, development of IT systems at local government level. Any other engagements that involve a research experience around digital and data driven systems design and implementation would be an added advantage.
