Consultant: Technical strategist for the development of NADHS
implementation guide for in school CSE program
Background
The Right Here Right Now 2 (RHRN2) partnership was created so that young
people in all their diversity enjoy their sexual and reproductive health and
rights (SRHR) in gender-just societies. Young people are at the forefront of
our partnership. RHRN seeks to unleash the power of youth, increase public
support for SRHR, improve policies and laws, and strengthen civil society.
Lobbying and advocacy are the main strategy, supported by mutual capacity
strengthening.
RHRN partnership comes at a critical time when SRHR as well as gender justice
are under pressure around the world, and young people’s needs consistently go
unmet. We do not shy away from taboo subjects such as comprehensive sexuality
education and safe abortion, and advocate for the rights of marginalized
groups such as girls, young women and young lesbian, gay, bisexual,
transgender and intersex (LGBTI) people. We focus on these issues and groups
because, based on our collective track records, we can, and because few other
consortia and organizations do.
In Nepal, the members of the RHRN Coalition are diverse organizations from
youth-led (YUWA- Host organization for RHRN), women’s feminist organization
network (Beyond Beijing Committee) and queer rights organization (Blue Diamond
Society). The coalition envisions to ensure young people aged 13-30 in their
diversity are empowered to exercise all aspects of sexual and reproductive
health and rights in a supportive social and enabling legal environment in
Nepal by 2025.
Introduction
To institutionalise the ICPD (PoA), the government of Nepal developed the
National Adolescent Health and Development Strategy in 2000 and this strategy
was revised in 2018 to meet the SDG target 5.6 specifically. The revised
National Adolescent Health and Development Strategy acknowledges the diversity
and participation of adolescents in terms of geography, economic class, and
ethnic background only. The strategy also guides the Family Welfare Division
under the Ministry of Health to create an enabling environment for adolescents
through three major programmes in coordination with other line ministries. The
three programmes are
- integration of adolescent-friendly health service (AFS) in public health facilities,
- age-appropriate comprehensive sexuality education in school and
- interventions for out-of-school adolescents and key community stakeholders.
The guidelines for AFS and the quality improvement certifications tools are
very clearly mentioned in the policy. However, there is no policy guidance on
rolling out CSE. The Monitoring, Evaluation and Indicators Framework of the
strategy have basic SRHR indicators but don’t have any indicators to track the
progress of CSE implementation.

Level of Engagement: This is a consultancy position with a fixed
timeframe for deliverables.
Objective of the consultancy
- Lead the development of an implementation guideline document in coordination with relevant government agencies and CSOs for the National Adolescent Health and Development Strategy for in school CSE program.
Roles and Responsibility
- Identify and conduct suitable research to prepare drafts and updates for the review committee of the guidelines
- Together with YUWA and National CSE Advocacy Coalition design a series of workshops on strategic planning and development of strategies at National level for political and expert perspective in shaping the NADHS Guidelines. The target audience – Government representatives from FWD and CEHRD, CSOs, individual experts, etc
- Develop guidelines for the age appropriate, in-school Comprehensive Sexuality Education program under National Adolescent and Health Development Strategy.
- Review of legal/policy documents - laws, policies, strategies, guidelines – from both legal and GE lens and conduct research/desk reviews in area’s relevant to the scope of work
- Provide technical review and quality assurance of resources, documents, guidelines, reports and knowledge products.
- Organize, coordinate, and participate in expert group meetings/workshops, policy dialogues, and events on relevant issues related to Comprehensive Sexuality Education, Youth SRHR, M&E and in line with NADHS priorities
- Provide policy advisory and technical support by drafting or finalizing policy briefs, preparing briefing material/background papers, and programme related documents for review committees and concerned government authorities
- Prepare a short analysis on the results of the trainings/ workshops with recommendations for further steps that would help in obtaining practical skills for strategic planning/ implementation guideline and policy coordination within the ministries, Centre of Government and between the institutions.
- Prepare the final report on undertaken activities.

Required Skills and Experience
Education:
- University degree, preferably in social sciences (political science, public policy international relations, Law, public health); advanced degree would be considered an asset
- Academic orientation towards National policies and governance would be considered an asset
Experience:
- Minimum five years of working experience in policy analysis, legal framework, public administration reform and/or strategic planning
- Proven experience in drafting strategic planning documents or policy papers;
- Proven experience in working in/with state institutions, junior and senior officials, civil servants
- Proven experience in holding trainings and workshops, and good facilitation skills
- Experience in working in/with the civil society is considered an asset
- Experience of working within national development sector with special focus on Sexual and Reproductive Health and Rights
- Strong ability to liaise with a myriad of stakeholders and partners, including government, civil society, and international organizations will be an asset
- Experience in contributing to capacity building initiatives of government and CSOs in the areas of Comprehensive Sexuality Education and Sexual and Reproductive Health and Rights
Languages
- Fluency in English and Nepali language
- Excellent command of spoken and written English and Nepali language.
