Assessment of SASAJA Cooperative

Introduction:

Samyukta Safai Jagaran (SASAJA) is a non-governmental, non-profit making, non-political organization established by the groups of informal waste workers in 2014. SASAJA focuses on the recognition, rights, and advocacy for IWWs. SASAJA want to advocate to the government especially on recognizing their contribution to waste management, government trust funds for IWWs and access to social health insurance. SASAJA is providing monthly education to their group members focusing on savings and credit and solid waste management. One of the most significant achievement of the organization is cooperative (Samyukta Safai Jagaran Saving and Credit Cooperative) bringing nearly 1000 members from informal waste workers with the aim to work on the rights and welfare of informal waste workers from various means.

SASAJA in collaboration with Green Path Nepal (GPN) and Kathmandu Metropolitan City (KMC) is implementing “Healthy Waste Workers for Sustainable Waste Management” project funded by Médecins du Monde (MdM). The main objective of the project is to improve health, wellbeing and livelihood of informal waste workers in Kathmandu Valley and Sisdole landfill site. To achieve this objective the project has three main expected outcomes:

  1. Formalization of IWWs through non-profit enterprises and increasing their recognition in integrated solid waste management in urban cities
  2. Increase risk mitigation and promotion of decent safe work opportunities in current activities and through innovation
  3. Increase access to quality health services for IWWs and the community through promotion of Urban Health Promotion Centre

Among these three outcomes, SASAJA is primarily responsible to carry out Outcome 1 and coordinate with our partner organizations for outcome 2 & 3. Among the various activities planned to achieve the objectives of the project, development of appropriate business model including microfinance scheme through SASAJA cooperative is one of the most important activity under output 2.2.

Samyukta Safai Jagaran (SASAJA) Saving & Credit Cooperative Ltd. is only one informal waste workers community based single – purposed saving & credit ltd. It is registered in March 2013 and office is located at Kathmandu Metropolitan City, Ward No. 12, Mayalbari, Teku, Kathmandu, Nepal. The vision of the Cooperative is to provide sustainable financial support to IWWs which improves the social and economic condition of Informal Waste Workers and the mission of the Cooperative is to capacitate the informal waste workers and bring all IWWs into one network and establish a key organization for dignified lives. For the development of standards for decent, safe and inclusive business we have to strengthen the SASAJA cooperative to empower IWWs members and we need an assessment of the cooperative.

Objective of the Assessment:

The main objective of the assessment is to identify the current situation of the cooperative and to verify whether there is a viable business case for the future with following specific objectives:

I. Assessment/evaluation

Conduct an evaluation or assessment of existing condition of the cooperative on various aspects.

  • Assessment of the financial position, financial performance (interest spread and profitability),and the financial sustainability of the cooperative, including debt conditions and provision for loss, returns on shareholder’s investment/equity.

  • Assessment of governance, internal control, human resource management, and market scenario.

  • Assessment of cooperative operation process or business assessment, fines, fees,

  • Assessment of existing tools and technologies and review the gap with minimum requirements

  • Assessment of the compliance related with Cooperative Act and Regulation including tax laws, labor laws and other prevailing laws in Nepal.

  • Review the perception of various stakeholders such as the customers/members taking having deposits and loans, staffs, general members, board members and SASAJA NGO.

  • सहकारीको वित्तीय स्थिति, वित्तीय स्थिरता तथा क्रृणको अवस्था र शेयर लगानीकर्ताको लगानी उठ्ने

  • सहकारीको सुशासन, आन्तरिक नियन्त्रण, मानव संसाधन व्यवस्थापन र बजारको अवस्था

  • अवस्थित उपकरण तथा प्रविधिहरु र न्यूनतम आवश्यकता बीचको अन्तरको समिक्षा

  • नेपालको विद्यमान सहकारी नीति तथा नियमहरुको पालना सम्बन्धमा

Prepare an evaluation report with following objectives:

  • Existing condition of SASAJA cooperative based on various evaluations above
  • Action plan with implementation steps

II. Implementation

Action plan: The action plan is expected with responsibilities and timelines for taking corrective action and future recommendations on following regards

  • Corrections required for legal compliances

  • Correction and recommendations on governance, internal control and management including internal policies

  • Recommendation of appropriate tools, hardware/technological need such as furniture, computer, selection of appropriate software for implementations (currently manual record) etc as per budget available

  • Training need assessment for staffs including identification of potential training suppliers

  • सहकारी नीति तथा नियम पालनामा आवश्यक सुधार

  • सहकारीको सुशासन, तथा आन्तरिक नियन्त्रणमा, आवश्यकता सुधार तथा सिफारिस

  • सहकारीको सुधारको लागी आवश्यक उपकरण, प्रविधि तथा तालिमहरु सम्बन्धमा सुधार तथा सिफारिस

Supervision and orientationof implementation: observe and review the implementation steps taken by SASAJA and coordinate at various steps with staffs and management

III. The Way forward

  • Develop a business plan based on initial evaluation and implementation measures

  • Investment opportunity and networking within the project beneficiary groups

  • Orientation of business plan and provide a self-assessment tool to management for future evaluation

  • Further recommendation for operation and development of the cooperative

  • Develop a post implementation report or recommendation for future use

Expected Deliverables / Outputs

The deliverables expected from the consultant / supplier are

  • Initial evaluation /assessment report

  • Action plan for implementation with various recommendation

  • Supervision on implementation of action plan

  • Cooperative assessment management tool

  • Business plan including investment opportunity for future development

  • Recommendation for the improvement& effective operation

  • Reports to be delivered in both Nepali and English.

Proposed Methodology

The first step of the assessment is to develop a plan with survey approach, methodology and tools and technique required for an assessment will be finalized by the consultant in close discussion with project team (SASAJA, GPN & MdM-F)

Competency of Consultant / Supplier

The consultant/supplier should have the following qualifications and experience

  • Bachelor or master’s degree in economics, Commerce, Business Administration or relevant field
  • 10 years of experience in Micro-finance / cooperative business including business development experience
